Erected to the memory of E.A.M. Leaver, J.P. by the North Beach Progress League & Friends in recognition of faithful service to the borough. Jan 1940. Unveiled by the Hon. D.G. Sullivan.
- New Brighton mayor.
- Ernest Alexander Moore Leaver (1872-1938).
- Leaver Terrace is named after E.A.M. Leaver
- Memorial is outside current New Brighton Library, near Marine Parade.
- Leaver was a land agent, tailor and mayor of New Brighton 1931-1935. His daughter, Irene Alexander Moore Balfour, née Leaver, (1902-1986), served as his mayoress.
